If your Prepaid Verizon phone is inactive it will still be able to contact 911. As long as your phone can get a signal and the battery is charged up enough you can use your inactive Verizon phone as an emergency phone.

Net10.com for 10 cents a minute or Tracfone.com. from 6.6 cents up to 33 cents a minute are better alternatives.
The Core Plan will cost you 99 cents per day access and calls are 10 cents per minute. Unlimited calls to Verizon Wireless phones are free. I used theVerizon Core program for almost a year, if most of your calls are generally with Verizon Wireless phones this is often a good option.
The Verizon Plus Plan is $1.99 per day access and charges 5 cents per minute. This plan also includes Unlimited night and weekend minutes (starting at 9 p.m.) and Unlimited calls to other Verizon Wireless phones all day.
The Verizon Prepaid Unlimited Talk Plan offers Unlimited minutes and one-cent text messages for $3.99 per day.

Tracfone has two yearly plans that can be bought. They market a $100 one year minute card which includes Four hundred units (800 with DMFL). This unit card always has bonus codes available which will normally get you an extra 200 to 400 additional units. Check here for the most recent Tracfone Coupon Codes. If you only get 800 minutes when addiing minute card you will only pay 12.5 cent units and less than $9 a month service.
Additionally available from Tracfone.com is a $200 yearly plan. This card provides you with 1500 units 3,000 minutes using the Minute Doubler installed and also a year of service time. With Dmfl installed these minutes are 6.6 cents each and your per month cost is less than $17 a month.
